Mrs. HUANG Cecilia is a Partner at T.S.M Law Group. She advises on investment, real estate, land development, corporate & commercial matters; and assists in construction, banking & finance and litigation.

Prior to joining TSM as a partner, Mrs. Cecilia has worked in reputable and well-established law firms based in Phnom Penh for over two decades. With this experience, she has earned an in-depth knowledge and understanding of the Cambodian legal system, society, culture and history.

From initial investment inquiry to application, company incorporation to operation and defense, she has produced countless remarkable success for clients. She has advised and assisted multinational oil companies and foreign government funded NGO based in Cambodia in real estate compliance matters; and land acquisition for foreign land developers in Cambodia. Her work is not limited to application of construction permits and real estate developer licenses but also includes application of the special economic zones (SEZ) and the industrial sector as well.

Furthermore, she has assisted in the largest Cambodian entertainment company listing in Initial Public Offering (IPO) price of USD 369 million in Hong Kong Stock Exchange; acquisition of 2000ha land from farmers, and securing rights to immovable property for Phnom Penh’s biggest foreign development project in 1997.

With her expertise and experience, Mrs. Cecilia has been invited to shared her real estate knowledge in Cambodian Land Law in a university seminar. She holds a Bachelor of Law from the Royal University of Law and Economics and a Bachelor of Arts in Psychology from York University in Canada. She has also completed SECC’s training program.
