The Law on the Organization and Functioning of the Non-Bank Financial Services Authority promulgated by Royal Decree No. NS/RKM/0121/003 dated 16 January 2021, was enacted to establish a comprehensive legal and institutional framework for the regulation, supervision, and development of the non‑bank financial sector in the Kingdom of Cambodia. The Law provides for the creation of the Non‑Bank Financial Services Authority (FSA) as an independent regulatory body tasked with integrating and overseeing the non‑bank financial services sectors, including the insurance and private pension sector, the securities and exchange sector, the social security sector, the trust sector, the accounting and auditing sector, and the real estate and pawnshop sector. This integration aims to enhance the effectiveness, transparency, and stability of regulation and supervision across these sectors, strengthen public confidence, and support the development and utilization of financial technology (FinTech) within the non‑bank financial services industry. The Law further seeks to ensure uniform regulatory standards, protect consumers and stakeholders in the non‑bank financial sector, and promote sustainable growth in Cambodia’s financial system.
