The Law on the Issuance and Trading of Non‑Government Securities promulgated by Royal Kram No. NS/RKM/1007/028 dated is to establish a comprehensive legal and regulatory framework for the issuance, offer, sale, and trading of non‑government securities in the Kingdom of Cambodia. This Law aims to develop and maintain public investor confidence by protecting their lawful rights and ensuring that securities transactions are conducted in a fair, transparent, and orderly manner. It seeks to promote the efficient regulation and orderly development of the securities market, including the regulation of securities exchanges, clearing and settlement facilities, securities depositories, and other market operators. Moreover, the Law is intended to encourage the mobilization of savings through investment in a variety of securities and financial instruments, attract and facilitate both domestic and foreign investment in the securities market, and assist in the privatization of commercially viable enterprises previously owned or managed by the Government. The Law thus contributes to the broader socio‑economic development of Cambodia by facilitating capital mobilization for investment and enhancing the functioning of the national financial market.
